With reference to your letter No. 35663/13, dated the
5th of August 1913, addressed to the Colonial Office, I am
gommanded by the Army Council to inform you that they consider
the project is feasible and that sufficient troops are available
at Hong Kong for the purpose.
I am to point out, however, for the information of
Sir Edward Grey, that, if the move now contemplated actually
takes place, only half a battalion of the infantry which are
additional to the garrison of Hong Kong will remain in that
place, 400 men having already been sent to Canton.
